KOUSOU 0 is an open data platform that structures the minutes, budgets, and procurement records of Japan's local councils and makes them available to citizens. All data is published under Creative Commons Attribution 4.0 International (CC BY 4.0, commercial use permitted with attribution). Operator information is available at the Operator section at the bottom of this page.

Editorial Policy

The principles guiding KOUSOU 0's editorial judgments. All articles and data displays follow this policy.

KOUSOU 0's policy

  • We do not rank councils as better or worse — scores are observational metrics, not verdicts.
  • We maintain political non-partisanship — we do not aggregate by party or provide faction filters.
  • We do not judge individual lawmakers — individual scores and rankings are withheld.
  • We cite every source — all data is accompanied by the original minutes URL and reproducible SQL.
  • We accept objections — a permanent objection channel is maintained for editorial decisions.

KOUSOU 0, labs, and Editorial Board articles

We operate three distinct surfaces. The boundary between them is made explicit to the reader.

KOUSOU 0 (this site)

Records and publishes neutral data: minutes, fiscal indicators, hometown-tax balance, and reproducible SQL.

Editorial judgment: none (mechanical chronology, no rankings).

ISVD labs (in preparation)

Topic-focused analysis and reports such as silent-themes studies and council-delay analyses.

Editorial judgment: applied (theme selection, indicator interpretation). To be published separately at labs.isvd.or.jp.

Editorial Board articles (in preparation)

Peer-reviewed research articles by experts on municipal management, legal frameworks, and public-asset utilization.

Editorial judgment: applied (peer review). To launch in the future.

What We Do Not Publish

Features that are technically possible but intentionally excluded on grounds of mission, ethics, or legal requirements.

Excluded features (with reasons)

  • Municipal "creditworthiness ranking" or "investment-grade list" — superiority judgments violate our design principles.
  • Scores aggregated by political party, or faction filter — would compromise journalistic neutrality.
  • Labels such as "bad council" or "outstanding lawmaker" — we do not apply value labels.
  • Individual lawmaker scores or rankings — pending legal review with counsel under Japan's public-election law.
  • Bulk data provision for AI training — subject to individual negotiation.

Advisory Board

Researchers and practitioners responsible for peer review of indicator validity, proposing additional indicators, and research-ethics guidance.

The advisory board is still being planned. For now, indicator validity is reviewed by the ISVD board and the editorial committee, and the results are published on the methodology page.

Official account verification, data correction requests, and council bulletin citation guide.

Municipalities wishing to apply for official account verification should contact us via the inquiry form. We handle supplementation or correction of published data, and data-provision negotiations.

License

Usage license for KOUSOU 0 data and articles.

All derived analysis (scores, classifications, summaries) is released under CC BY 4.0. Commercial use, redistribution, translation, and adaptation are all permitted. When citing, please attribute "KOUSOU 0 (kousou0.isvd.or.jp)". Source data (minutes, budget cards) remains under the respective government terms of use.
